Meeting Minutes

1.        Bob called the meeting to order and the Pledge of Allegiance was recited.
2.        Councilman Chis Roberts gave a post hurricane report:  
•        There was a 5 foot storm surge in the Harvey Canal from Hurricane Ike.
•        We now have 8 foot of levee protection along the Harvey Canal.
•        Expected completion of the flood wall is 2011
•        The cost of the flood wall is projected to be $300 million and it is 100% funded by the federal government.  
Governor Blanco had commandeered all of the needed property.
•        The flood wall is being built at 14 feet above sea level.  The sector gate is now 11 feet and will be raised to
14 feet.
•        The west side levee is now 10 feet and will be raised to 14 feet.
•        Boomtown Casino will have an earthen levee along Peters Road with ramps over the levee such that their
business will not be shutdown when gates are closed.
•        The Harvey fire department monitored the Harvey Canal levees during the last two hurricanes.
•        Entergy needs a pro-active program to replace weak electrical poles.  This would prevent much of the
damage caused by hurricanes.
•        The parish has requested state funds for the Whitney Ave. extension from Lapalco to Belle Chasse Hwy.
•        Harvey Blvd. will be extended from Belle Chasse Hwy to Peters Road.
•        The apartments on Lapalco across from the Breaux Mart grocery store will be demolished and the land
will be rezoned commercial.
3.        Tom Capella (councilman at large) explained some key issues:
•        Debris removal was delayed after Hurricane Gustav because Hurricane Ike attracted the contractors to
Texas for more money. Other contractors were hired and debris will be collected soon.
•        The parish is looking for a debris staging area near or along the Harvey Canal. This would allow
contractors to remove debris from residential properties quicker.
•        The parish was very disappointed in Entergy for the low number of repair personnel assigned to Jefferson
Parish after Hurricane Gustav.
4.        Chis Roberts offered to try to get someone from the Army Corp of Engineers to attend our next general
meeting and explain our current flood protection, our flood protection under construction and the possible plans
for our future protection.
